"Questions to Georgian Dream regarding the implementation of 12 recommendations of the European Commission
After our visit to Brussels on October 19-21, we publicly stated that:
At the end of 2022, in relation to the 12 points of the European Commission, there will most likely not be any kind of assessment; The assessment will be published at the end of 2023; The evaluation will most likely be negative - that is, Georgia will still not be able to receive the status of a candidate for EU membership.
Our briefing was followed by an inadequate attitude from the parliamentary representatives of Georgian Dream, as well as discrediting stories on government television channels. We were accused as if we were preventing getting the candidate status, while all our meetings in the European structures started and ended with the assertion that despite the current setback in terms of building democratic institutions, Georgia and its citizens still deserve the status of a candidate for EU membership. The proof of this is the resolution adopted by ALDE on our initiative, which unconditionally and unequivocally supports the granting of candidate status to Georgia. Until June 24, this was the only high-level resolution from the EU requesting candidate status.
Despite our offer to Georgian Dream to talk to us on any of their controlled TV channels about the 12 points recommended by the European Commission and the non-existent prospects of their implementation, as expected, we were refused.
Based on this, we publicly ask Georgian Dream all the questions in relation to the issues that are perceived in various political circles in Brussels as an obstacle to Georgia's EU membership candidate status:
- Why did you unilaterally cancel the April 19 agreement about 10 days after the visit of the President of the European Council?
- Why did you think that they would not pay attention to this in Brussels? Why don't you go back to the April 19 agreement?
- Why did you refuse judicial reform and then start lying as if you did not need 75 million euros from the European Union? Why are you still lying like school children on this topic?
- Why did you continue appointing members to the Supreme Council of Justice last year, when the April 19 agreement explicitly requested a temporary suspension of this process? Why did you demonstratively appoint Murusidze and Gvritishvili to the Supreme Council of Justice this year, when everyone at home and abroad knows that they are the so-called clan members?
- Why did you continue to hastily appoint judges to the Supreme Court last year, when the April 19 agreement explicitly called for a temporary suspension of this process? Why did you ignore warnings from the EU, as well as a public post from the US Embassy, with text underlined in yellow marker about what not to do?
- Why did you change the procedure for electing the CEC chairman last year so that he could be elected quickly without opposition? Why did you adopt a law by which an "expired" chairman can literally serve as chairman for life and permanently? Why do you think that this will not be considered a violation of the Euro recommendation by the Eurostructures?
- Why did you abolish State Inspector Service last year, despite the critical attitude towards this issue from the side of Brussels?
- Why did you arrest Nika Gvaramia a few days before the decision on the candidate's status was made? Why did you arrest him under such an article that no one has ever been arrested before in this country?
- Why did you refuse to review the anti-corruption legislation developed by the opposition, which was registered 1 year ago, when it was a direct recommendation of the European Commission?
- Why didn't you lower the electoral threshold for the parliamentary elections to 2% as stipulated by the April 19 agreement?
- Why did you refuse to change the procedure for electing the Prosecutor General, as it is written in the April 19 agreement? Why did you return to this issue now if, as you claimed, this rule could not be changed?
- Why didn't you conduct a credible investigation into the illegal surveillance materials leaked from the SSG last September? Why were you eavesdropping and spying on diplomats, including the EU Ambassador? Why did you think that Brussels would not pay attention to this?
- Why didn't you punish the organizers of violence of july 5? Why do you think there are idiots sitting in Brussels who you can feed lies to?
- Why did you make changes in an accelerated manner in the so-called wiretapping law, when several European structures warned you that doing so is incompatible with the European integration of this country? Why did you "overcome" the President's veto on this law, thereby demonstratively rejecting the European recommendations once again? Why did you think that they would let this go unnoticed?
- Why did you publicly threaten the institutions of the European Union, saying that if they didn't give us the status, you would uncover everything? Which idiot decided that such a relationship with Brussels is acceptable?
- Why did you strip and drag the country's third President on the floor? Why did you decide that anyone in Brussels would like the release of this footage?
- Why didn't you pass a resolution supporting the granting of candidate status to Georgia in the European Parliament with the help of the Alliance of Socialists and Democrats, of which Georgian Dream is a member (as ALDE did at our initiative)?
- Why boycott the special session (sessions and committee work) called for by the opposition and where all political groups were supposed to work together to implement the 12 recommendations?
- Why did you boycott the extraordinary session, which was called by the President at the request of the opposition, and at which the resolution supporting Ukraine was supposed to be adopted? And later, how did it happen that in your version of the resolution, Russia was not even mentioned as an aggressor country?
- Why did you declare the former EU Ambassador as an enemy of Georgia after he completed his mission in this country? Why would you think anyone in Brussels would like that?
- Why did it take big rallies and fierce protests for Irakli Gharibashvili to sign the application for getting EU candidate status in an accelerated manner? Why did the chairman of the ruling party, Irakli Kobakhidze, claim that receiving the candidate's status meant nothing and was a mere formality?
- Why are you attacking and vilifying the US Ambassador by your controlled anti-western groups; why are you not distancing yourself from this, but publicly supporting their anti-western attacks?
- Why did the official head of your party say that the non-granting of the status is not the fault of the Dream, but the fact that we are geographically far away and that we are not involved in the war? What will change in this regard next year? And if nothing changes, then why will the European Union give us status next year according to Kobakhidze's logic?
- Why did you curse and still curse the European politicians, who for years were the main lobbyists of the European and Euro-Atlantic integration of this country in the West?
- Why did you spoil the relations with the Baltic countries, Poland, Scandinavian countries, when these countries were the main defenders of Georgia's interests in various structures of the European Union?
- Why didn't you have, until the status issue appeared, and still don't have high-level visits to the leading countries of Europe, as well as to our traditionally supportive countries, Germany, France, Italy, Spain, Poland, the Baltic countries, the Scandinavian countries? Why don't the leaders of these countries come here?
- Why did you expel the representatives of the civil sector from the so-called working groups, where it seems that the work was going to fulfill the 12 points?
- Why did you lie and are still lying as if the West is trying to involve Georgia in a war with Russia? Why are we pretending that the so-called People's Power is a separate political entity? Why did you decide that there are so many idiots in Brussels that they can't understand what you are doing with all this?
- Why do you curse the representatives of the current government of Ukraine, no matter what they write or call? Is not it clear that Ukraine's moral superiority is now an icebreaker towards Europe and the West in general for this country too?
- Why didn't you take a clear and unambiguous position regarding Russian sanctions?
- Why don't you ask for the involvement of European experts in the process of fulfilling the 12 points, if there is really a political will to fulfill these demands?
- Why did you register the de-oligarchization draft law translated from Ukrainian version, when it was clearly explained to you from Brussels that this law is adapted to the reality of Ukraine and Georgia needs a law adapted to our reality? Why are you refusing to send this bill to the Venice Commission?
These are questions that are heard in Brussels. The existence of so many questions raises one main question for the Europeans: to what extent does Ivanishvili and Georgian Dream have the political will to fulfill the 12 recommendations of the European Commission. Brussels already thinks that such political will does not exist in the Georgian Dream. Therefore, with a very high probability, there will be no status even at the end of next year.
