Georgian Railway and China Railway 23rd Bureau Group Hold a Meeting

The newly appointed General Director of Georgian Railway, Lasha Abashidze, held a meeting with the new head of the China Railway 23rd Bureau Group.

According to a statement released by Georgian Railway, Abashidze, together with representatives of the Chinese contractor company, reviewed the ongoing progress of the railway modernization project and held discussions on its timely completion.

During the meeting, both sides reaffirmed the significant positive impact the infrastructure project is expected to have on Georgia. Additionally, the parties explored opportunities for future cooperation, the statement noted.

What Is Known About China Railway 23rd Bureau Group?

China Railway 23rd Bureau Group Co., Ltd. (CR23) is a subsidiary of China Railway Construction Corporation (CRCC), one of the world’s largest state-owned construction and engineering enterprises. CR23 specializes in large-scale infrastructure projects, including railways, highways, tunnels, and bridges, and has participated in numerous international projects — including several in Georgia, according to a report by BMG.

However, despite its global presence, the company’s reputation has been affected by past controversies. In 2019, the World Bank debarred CR23, along with CRCC and other subsidiaries, for nine months due to fraudulent practices during the procurement process for Georgia’s East-West Highway Corridor Improvement Project. The companies admitted to misrepresenting the qualifications of personnel and equipment during the bidding process.

Furthermore, in 2020, workers in Georgia filed complaints against CR23 and China Road & Bridge Corporation, citing labor rights violations, including unsafe working conditions and unlawful dismissals.
