According to the mayor of Tbilisi, Kakha Kaladze, Georgia did not join the imposition of sanctions against Russia because this step would harm the country, not Russia.

"We have absolutely openly stated that we would not join the sanctions. And why the decision was made, because we did not want to harm the country, our own population. How can we join the sanctions and be sure that we will harm Russia? On the contrary, we would harm ourselves, that would be harakiri for us. The same is the case with the opening of the second front.
