According to Irakli Kobakhidze, the Chairman of the "Georgian Dream", the articles of the June 20 amnesty bill, to which it will apply, should be specified in accordance with the European Convention, including intentional grievous bodily harm.
"There is a note in the amnesty document that the only thing it should apply to everyone, but we, based on the European Convention on Human Rights, believe that we need to clarify on one thing, there are certain articles that cannot fall under the amnesty, provided by Articles 2 and 3, including intentional grievous bodily harm, torture and inhuman treatment, the relevant entry should be made in the law on amnesty," said Irakli Kobakhidze.
According to him, the law on amnesty includes everything but the articles that are contrary to the Convention.
"According to the legal principles, it is necessary to respect the principle of equality, if it is not respected, any person will go to the Constitutional Court and win a lawsuit against the amnesty law. We have to pass a law, where the principle of equality must be respected. It should apply to already prosecuted persons and persons who can be prosecuted in the future, this is a simple legal detail," Irakli Kobakhidze said.
