Georgian Dream is not going to agree to the part of the amendment to the Election Code, which envisages the appointment of a member of the opposition as the Deputy Chairperson of the Central Election Commission.
This amendment related to the change in the Electoral Code is directly referenced in Charles Michel's document, which was signed by the ruling team and part of the opposition on 19 April.
The ruling team offers to the opposition spectrum as the appointment of two deputies an alternative.
The opposition says that the main thing is that one of the deputy chairmen of the CEC must be a representative of the opposition.
"Charles Michel's document says that one deputy must be from the opposition parties, and this causes fears and threats in the Georgian Dream, so we started discussing how Michel's document could be implemented and both sides would agree, so we are talking about two deputies now"- said Khatuna Samnidze, chairwoman of the Republican Party.
According to Paata Manjgaladze, a member of “Strategy Builder”, it is important to create a mechanism that no one can manipulate with it in the future.
"The important thing for us isn’t Zhvania, it’s not even who will be positioned within the electoral administration, it’s that there should be a system that no one would be able to manipulate” -said Paata Manjgaladze
According to the member of the majority, Shalva Papuashvili, it does not fit in the legal system for the deputy chairman of the CEC to be a member of an opposition party and therefore party biased.
"Party members are party members. Therefore, when a party member is a deputy who, when it comes to doing works, acts as the chairman tells him is illogical due to the public's desire for the CEC leadership to be impartial," Shalva Papuashvili said.
The first draft of the electoral reform is due to be submitted to the Venice Commission for review by Monday. The amendments will be adopted by the parliament by the end of June.
