"An agreement is considered an agreement when all the signatories meet these conditions and 1 significant participant did not join at all, that was a violation in and of itself" - this is the response of the Minister of Foreign Affairs of Georgia to Charles Michel, who reminds the Georgian government of the April 19 document
"Why was the agreement annulled? This has been repeatedly answered by the Georgian government and the Georgian Dream. The agreement is considered an agreement when all its signatories are fulfilling their obligations, and the argument we have stated and explained to the public is that one important party did not join it," Says Zalkaliani
