The tests results for the last week have been stable and normal.
Based on my observation, the mental state was stable. However, this observation was carried out in the absence of a Psychiatrist.
The members of the Concilium knew that I was planning to discharge him and consider his health condition sufficiently good
The Neurologist from the State Concilium - Mr. Aleksandre Tsiskaradze, did not show up. The reason was that the Neurologist, Mr. Tsertsvadze, who represents Public Defender’s expert group, refused to attend due to a conflict of interest.
In this particular instance, the State Concilium was not informed and aware that I signed the reference on Saakashvili’s sufficient health conditions (Form #100) and that a decision on his transfer has been made.
The current condition - psycho-emotional stress, hyperventilative crisis, vomiting, memory loss - the stress causes all this.
The patient is no longer considered discharged. Yesterday, at 7 P.M, the medical history was reopened. The Director made a public statement yesterday; it was recorded by a few media outlets and passed to other media for publishing. However, it is unclear why it was not published.
Current Physician, Ms. Gogorishvili, was the first to enter who informed him that he was discharged. Then two men in black uniforms came in and forced him out despite his refusal. There was a physical confrontation after which he got a hypertensive crisis and was sent back to bed. BP 180/110, pulse 140. Received two pills of Captopril and 1 Bathilaksoc.
As soon as the representative of the Ombudsman left, several guards entered to take Saakashvili’s plastic hand watch, which he has been wearing for several weeks. The hand watch was forcefully taken off using while he was in bed.
Current decision: The recommendations on transfer is rejected. In his current health conditions, the patient should under no circumstances be transferred.
Psychological rehabilitation for PTSD is possible in Georgia. However, in the case of Saakashvili, it is impossible if he is not free. If he cannot be rehabilitated as a free citizen in Georgia, taking him abroad to undergo full psychological rehabilitation is recommended.
Although his psycho-neurological status was not fully established, everything complied with his sematic health conditions, and mere on this ground, it has been decided to discharge him.
