The chairman of the Georgian Dream, Irakli Kobakhidze, said that after the country receives EU candidate status in December, the parliament will pass a constitutional law under which the 2024 and subsequent elections will be held under a fully proportional system, with a 2 percent threshold.
Kobakhidze says that commitments on this issue will not come to affect if we do not get the status, in which case the adoption of the law will depend on the political will of the government. If we get the status, he says, the level of polarization in the country will decrease, which will lower the barrier.
"We have made the following decision, in December, no later than one month after the European Union grants Georgia candidate status, the Parliament of Georgia will pass the constitutional law in all three readings, according to which the 2024 parliamentary elections and the following parliamentary elections will be held under fully proportional system and with a 2 percent electoral threshold," Kobakhidze said.
According to him, the Georgian Dream takes this political obligation before the Council of Europe and the European Commission.
