According to the chairman of "Georgian Dream", only those non-governmental organizations should be involved in the work process around the 12 recommendations, who are separated from political demands and are not noticed in "falsifying something".

"Whoever declares solidarity with "NGO" who is falsifying PVT and voicing political demands, naturally has no place in the work process. Therefore, the work process that is taking place around the 12 recommendations is very well filtered. This is a very logical process. Only those non-governmental organizations that separate themselves from political demands and that are not noticed in falsifying things should be involved in the working process around the 12 recommendations." said Kobakhidze.

When asked whether the fact that "GYLA", "Transparency International-Georgia" and "ISFED" will not be involved in the working group will create a problem, Kobakhidze said that the mentioned three organizations are neither the civil sector nor civil organizations. According to him, they are only rich "NGOs": 

"The civil society is not only the richest NGOs. We know that there are three of the richest "NGOs" in Georgia. They are: "Transparency International-Georgia", "Young Lawyers Association" and "ISFED". They are often called the non-governmental sector, public organizations, when there are only three organizations that are neither competent nor honest. For us, civil society is all those people who have special professional skills and qualities. Of course, such people will be involved in the work process, but these three richest NGOs are in no way the civil sector nor the civil society," Irakli Kobakhidze said.

As a reminder, "Georgian Dream" did not allow the non-governmental organization "Fair Elections" to participate in the working group created on the revision of the election code.

The head of the working group, Georgian Dream MP Givi Mikanadze named the bias of the organization as the reason for the decision. According to Mikanadze, ISFED lost its neutrality when it joined the demand for the resignation of the Prime Minister. According to him, "Fair Elections" is an organization "which falsified the results of the parallel counting of 2020, hid them for 7 weeks, and thereby tarnished the image of the country".
