"There were always threats" - Kaladze on Putin's new concept

According to Kakha Kaladze, the government exists in order to neutralize threats with a well-thought-out policy. When asked by journalists whether the document signed by Russian President Putin, which deals with the protection of the Russian-speaking population in Georgia, poses a threat to the country, the mayor says that the government will avoid threats as it has been doing until now.

"Dangers have always been there. Threats and challenges have not disappeared. Government exists to neutralize these challenges and threats. This is how we will act in the future. Our government is going to avoid threats as we have done so far, with a well-thought-out policy," said the Tbilisi Mayor.
